Julian Aguon represented me in a major lawsuit in federal court in order to help preserve for the native inhabitants of Guam our statutory right of self-determination, that is, our right to express by plebiscite our desires for our future political relationship with the United States. Not only did our amicus curiae brief raise what became the dispositive issue in the case, but Julian's oral arguments received high praise from the judge and other lawyers. I am of the view that his contribution to the litigation was significant if not decisive.

Attorney Julian Aguon has served as Legal Counsel for the Office of Senator Tina Rose Muna Barnes for two terms. We initially approached Julian Aguon to assist the Micronesian Shipping Commission with implementing international agreements executed by the governments of Palau, the Marshall Islands, and the Federated States of Micronesia. We were extremely impressed by Julian's knowledge of international law and the rights and obligations of state parties to international agreements. Also, we wanted to engage a lawyer actually familiar with the Micronesian islands, and preferably one who was licensed in one or more of our three jurisdictions. We found that in Attorney Aguon. After close collaboration with stakeholders in both industry and government, Julian successfully devised an intergovernmental statutory framework that enables the Commission to more simply and uniformly regulate commercial ocean shipping.

Julian Aguon brings a highly strategic and commercially sound approach to his provision of legal consulting services. We engaged Julian at a time when our company won a contract with the government of the Commonwealth of the Northern Mariana Islands to provide technical services relative to the Affordable Care Act, or Obamacare. Obamacare rolls out a very complex process for the implementation of its various mandates, which is even more complicated in the territories. In short, Julian was able to quickly hone in on the relevant legal issues, separating the wheat from the chaff so to speak, and provide sound legal advice that enabled us to timely satisfy our own contractual obligations.
